How to do a quest on World Of Warcraft with A Friend?

Me and my friend both bought world of warcraft and want to do quests together.
Sometimes we do, (as in, if I kill one, both our counts go up) but sometimes we don’t. We go to the same person to accept the quest, we share the quest and we are in a group. What exactly do we need to do to ensure we can do a quest together?
