How do i transfer my character from one world of warcraft account to the other?

I want to make another world of warcraft account so i can play my character while my bro is playing the other.. Do i have to buy another World of Warcraft game? If i go to create a new account it makes me create a battle.net account. I am very confused and i need someone to explain it please.
